Russia has just tested a missile unlike anything else in the world — a nuclear-powered, nuclear-armed cruise missile with what Vladimir Putin calls “unlimited range and unpredictable trajectory.” It’s called the 9M730 Burevestnik, or “storm petrel” — a bird that’s said to appear before a storm.
